UPPL’s History – A Journey of Peace & Progress
Formed on August 5, 2015, United People’s Party, Liberal (UPPL) was founded in Dotma, Kokrajhar
district, under the leadership of Shri Urkhao Gwra Brahma, former MP and current Minister of
Handloom, Textile & Sericulture, Soil Conservation and Welfare of Bodoland Department, Government of
Assam.
Founded on the principles of Peace, Equality, Justice & Progress, and with the “Tractor Chalata
Kisan” as its symbol, UPPL set for itself the objectives of fostering permanent peace & sustainable
development in BTR; ensuring just, pro-poor & corruption-free governance; and championing equal
rights & opportunity to all to harness the true potential of BTR.
From the period from 2015 – 2020 and with 7 MCLA seats, UPPL played the role of a constructive
opposition in the Bodoland Territorial Council Legislative Assembly (BTCLA). Post signing of the
historic BTR Peace Accord on 27 January, 2020, UPPL contested the 2020 BTCLA Elections under the
presidency of Shri Pramod Boro. UPPL won a significant victory, going on to form the current
Government of BTR with Shri Pramod Boro as the Chief Executive Member (CEM). In 2021, UPPL won a
historic 6 seats in the Assam Legislative Assembly Elections, and joined the Assam Cabinet with Shri
UG Brahma taking charge as Cabinet Minister. UPPL swiftly proceeded to win the UPPL wins Gossaigaon
& Tamulpur LAC bye-elections in the same year, followed by another victory in the Koklabari LAC
bye-elections of 2022.
In the 2024 Lok Sabha Elections, UPPL mounted a successful and pro-peace, pro-development campaign
to win the 1 No. Kokrajhar Lok Sabha constituency, and extended its support to the Narendra Modi-led
National Democratic Alliance government in New Delhi.
Currently, the United Peoples’ Party Liberal has 2 Members in the Parliament of India, Shri Joyanta
Basumatary in the Lok Sabha & Shri Rwngwra Narzary in the Rajya Sabha. In the Assam Legislative
Assembly, UPPL has 7 MLAs, and 16 MCLAs in the BTCLA, under the leadership of Shri Pramod Boro.
